Born on June 23, 1965, in Manchester, England, Arthurs grew up in a working-class Irish Catholic family, which he believes significantly influenced the band's music and attitude

Arthurs attended St. Peter's Roman Catholic Grammar School in Prestwich. After leaving school in 1981, he worked as a plasterer and formed his first band, Pleasure and Pain, in 1984. In the late 1980s, while working as a building contractor, he started a band called The Rain with his friends Paul "Guigsy" McGuigan, Tony McCarroll, and Chris Hutton. After Hutton's departure and Liam Gallagher's joining, the band was renamed Oasis.

As a founding member of Oasis, Arthurs played rhythm guitar and occasionally keyboards and bass. He contributed to the band's distinctive sound on albums like Definitely Maybe and (What's the Story) Morning Glory?. Arthurs left Oasis in 1999 during the recording of their fourth album, Standing on the Shoulder of Giants, citing a desire to spend more time with his family.

After departing from Oasis, Arthurs remained active in the music scene. He formed the band Moondog One with former members of The Smiths and later collaborated with Thai musician Sek Loso. In 2013, he co-founded the band Parlour Flames, releasing an eponymous album. Arthurs also reunited with Liam Gallagher, performing on his solo projects and live shows.

Arthurs is a dedicated family man, married to his wife Kate, with whom he has two children. In April 2022, he announced his diagnosis with tonsil cancer, leading to his withdrawal from touring to undergo treatment. By September 2022, Arthurs reported being declared cancer-free.
